How this sample was built. Of 384 location-bearing items currently held, we show the most recent, capped at three per jurisdiction so one city cannot dominate. That cap is applied per ITEM: the archive holds one item many times over (a meeting's agenda and its minutes, plus continued and re-posted agendas), and 2,180 duplicate readings were collapsed before selection (keyed on the jurisdiction's own case or ordinance number where it publishes one), so no item can appear twice, and 217 PDF line-wrap fragments that began mid-sentence were discarded rather than shown as items. Items whose only location is an acreage under 0.1 acres are excluded — a 392 sqft easement is not a development signal. Only signal types that reliably carry project detail are included — rezonings, PUDs, plats, annexations and comp-plan amendments. Site-plan lines are excluded from this sample and capital-project and procurement lines are excluded from EVERY page, because a contract award is not a land-use signal.

The weekly digest is filtered by the same code as this page. These rules used to live only in the script that builds this sample, so the free advertisement was curated to a standard the product was not: the 2026-07-30 digest published eight rows this page would have rejected. Both now call agenda_quality.publishable() — one definition, one drop list, printed on both pages.

Why each card names its PDF. Until 2026-07-30 the pipeline reconstructed each item's jurisdiction by matching PDF filenames, and Legistar re-uses event ids across cities — so items read from a Jacksonville zoning agenda were published under Ocala, linked to an unrelated pension meeting. Provenance is now carried from the file being read, and verify-citations.py re-checks every published line against that exact file before this page can be written.

What it is not. Coverage is Florida-only and partial — see coverage for the exact jurisdictions and dates. An item appearing here means it was on a published agenda, not that it was approved.
